Coordinator, U.S. Government’s Power Africa program

Mark Carrato is the Coordinator of the U.S. Government’s Power Africa program. Power Africa is the world’s largest partnership for development, with 160 public and private partners who have committed $56 billion to double access to electricity in sub-Saharan Africa.

Before joining Power Africa , Mark held a number of Foreign Service leadership roles with USAID including Director of the USAID Office of Central America and Mexican Affairs, where he had oversight of development policy for a $350 million annual portfolio; Chief of the USAID/Kenya and East Africa Office of Economic Growth where he managed Presidential Initiatives in Feed the Future and Power Africa; as well as postings in Ethiopia, where he negotiated and implemented the G8 New Alliance for Food Security and Nutrition, in Afghanistan where he led strategic oversight and implementation of the Mission's approximate $1 billion agriculture portfolio, and in Colombia where managed a $180 million alternative development program.

Prior to his overseas postings, he was the Foreign Affairs and Trade Fellow for former U.S. Representative Nita Lowey of the House Subcommittee for Foreign Appropriations,.

Mark holds a BBA in International Business from Pacific Lutheran University, an MA in International Studies from the University of Oregon, and a MS in National Security and Resource Strategy from the National Defense University, Eisenhower School.
